Who qualifies?

People who sent a Western Union wire transfer between January 1, 2004 and March 9, 2020 and were the victim of a fraud scheme, and who did not already get full compensation in Phase 1 or 2. You need the 10-digit MTCN for each transfer. Open globally — you need not be a U.S. citizen.

What is this settlement about?

This is a U.S. Department of Justice victim-remission program, not a class action. It stems from Western Union's January 19, 2017 deferred prosecution agreement, in which it admitted willfully failing to maintain an effective anti-money-laundering program and aiding and abetting wire fraud, and forfeited $586 million — then the largest forfeiture imposed on a money-services business. Phase 3 extends eligibility to fraud-induced transfers through March 9, 2020 (Phases 1 and 2 stopped at Jan 19, 2017), capturing an additional window of victims. Unlike a typical class action, approved petitioners receive the FULL amount of their fraud transfer, not a pro rata fraction — over 175,000 victims were fully compensated in Phases 1–2.

Who's excluded: Not covered: Western Union fees, incidental losses (phone, gas), transfers through other companies (MoneyGram, Wise, PayPal, Zelle, etc.), cash/gift cards/bank wires outside Western Union, and any transfer after March 9, 2020. Treasury Offset may apply your payment to outstanding federal/state debts.

When will payments be made?

The DOJ hasn't published a definitive Phase 3 timeline. Based on prior phases, expect petition review over several months after the deadline, with initial distributions likely beginning late 2026 to early 2027 for fully documented petitions.
